This presentation discusses the main phases of the EIFL Public Library Innovation Programme (EIFL-PLIP) model for innovative library service development, namely:

  1. Community needs assessment;
  2. Idea generation (proposal/plan preparation);
  3. Implementation, and
  4. Impact assessment to generate evidence for advocacy to secure future support for the service.

EIFL-PLIP developed this practical approach through working with public libraries in 23 developing and transition economy countries. The presentation includes a case study of the Ghana Library Authority/Volta Regional Library's Mobile Library Internet Service for Development project (2012/13).
