In September 2016, the European Commission published its proposals to implement the Marrakesh Treaty for persons with print disabilities.
The package to implement the Treaty in the EU contains two legislative proposals. The first is a Directive that allows for the creation and circulation of accessible format copies within the EU. EIFL welcomes the Directive.
The second proposal is a Regulation on the cross-border exchange of accessible format copies between EU member states and non-EU countries. EIFL opposes the record-keeping requirements that exceed what is required by the Marrakesh Treaty. If left unchecked, the extra requirements could undermine the effectiveness of international exchange mechanisms, and thus the very objective of the Treaty.
