EIFL has negotiated a free read & publish agreement for the Association for Computing Machinery (ACM) open access journals and conference proceedings (via the ACM Open Program) for authors from eligible EIFL countries. This means that corresponding authors from these countries will not have to pay any Article Processing Charges (APCs) when they publish a research article in open access in one of approximately 71 ACM journals published annually and in ACM conference proceedings volumes.

The agreement is valid for ACM’s fully open access journal titles and conference proceedings (via the ACM Open Program).
Below are the agreed terms:

  • No Article Processing Charges fees for corresponding authors from: Albania, Armenia, Azerbaijan, Congo, Côte d'Ivoire, Ethiopia, Georgia, Kenya, Kosovo, Kyrgyzstan, Laos, Lesotho, Malawi, Moldova, Myanmar, Nepal, Palestine, Senegal, Sudan, Tanzania, Uganda, Ukraine, Uzbekistan, Zambia, Zimbabwe

Corresponding authors from Eligible Countries will be automatically recognized when submitting their article to an ACM journal or conference proceeding and will be offered the applicable APC waiver.

When the corresponding author goes through the Rights process, they must select their Country. If their country is included in the EIFL agreement, the ACM Rights system will automatically recognize them as eligible authors.

You can view the title list here. This title list will be updated twice a year, no later than 31 July and 31 January each year. The current list is for 2026.

If you attend an ACM conference and submit your paper to the conference proceeding, you can publish in open access without an APC.
