In December 2013, the European Commission launched a public consultation as part of its efforts to review and modernise EU copyright rules. The consultation invited all stakeholders to share their views on areas identified in the Communication on Content in the Digital Single Market (IP/12/1394).

EIFL’s response to the consultation included a seven point plan to provide mandatory exceptions, enable inter-library document supply services, guarantee a right to acquire commercially available e-books, and to lend e-books under reasonable terms and conditions, let libraries promote Europe’s cultural heritage in the online environment, sign and ratify the WIPO Marrakesh Treaty for persons with print disabilities as a matter of urgency, protect exceptions from overrule by contract, and to establish a European Ombudsman for access to information.
