A seminal conference on "Open Educational Resources (OERs) and Digital Education" took place on 23 June 2014 in Bishkek, Kyrgyz Republic, organized by the Soros Foundation Kyrgyzstan and the International PublicFoundation "Roza Otunbayeva’s Initiative".
The main objective of the conference was to present a draft national concept for OERs in Kyrgyzstan as a core policy to optimize budget and donor funds intended to develop modern teaching methods, and to create conditions for the free distribution and use of educational materials.
Participants from the public sector, education, civil society and experts in OER policy development shared experiences and ideas about OERs and access to knowledge initiatives in Central Asia and Mongolia.
Teresa Hackett, EIFL-IP Programme Manager, participated online from Dublin and spoke about copyright, licensing that are important issues to consider when developing OER resources. Other speakers were from Kyrgyzstan, Kazakhstan, Mongolia, Poland, the Russian Federation, Tajikistan, the UK and the US.
The conference established strategic objectives for the development and promotion of OERs in the region, and resolved to adopt priority measures including to establish an OER coalition, develop an action plan for an agreed national OER concept, and to submit recommendations and proposals to policy makers to accelerate the creation of an enabling legal framework for OERs.
