Digital technologies have changed libraries, archives, access to information, and indeed the world. The information landscape has been revolutionized. As new opportunities for search and resource discovery are enabled by the digital revolution, there is a growing demand for access to materials held in libraries and archives in other countries.

In preparation for the 30th session of WIPO's Standing Committee on Copyright and Related Rights (SCCR), EIFL, IFLA, EBLIDA and the Society of American Archivists produced a two-page handout for government delegates highlighting the need for a global framework. The handout is adapted from an EIFL blog post published in April 2015.
